摘要 2005年2月，国务院公室发布了《中国的民族区域自治》，全面介绍了民族区域自治制度实施50多年来我国民族自治地方的少数民族权益保障事业所取得的巨大成功，证明了采用民族区域自治制度来解决中国的，在《民族区域自治法》这一法律框架下保障少数民族的权益，是符合中国国情和各民族共同利益的正确选择。但是， 由于受历史条件和自然、地理条件等诸多因素的制约和影响，少数民族分布较为集中的民族自治地方，经济和社会发展水平较东部发达地区低些，一些偏远地区还处于贫困状态，少数民族权益保障事业还面临着众多亟待解决的问题。 本课题意图从理论与实践相结合的角度，选取四川省凉山彝族自治州为对象，主要研究探讨《民族区域自治法》在我国民族自治地方的贯彻实施情况，以及在《民族区域自治法》框架下自治地方少数民族合法权益的保障情况。理论建构，有利于从理论上清晰地认识民族区域自治与少数民族权益保障的关系，为实践工作提供参考借鉴。实证分析，有利于从实践中获取民族自治地方少数民族权益保障工作的真实状况，为进一步的对策建议打下基础。经验提升，把具体的对策建议进行总结提练，上升到民族自治地方贯彻《民族区域自治法》，保障少数民族合法权益的普遍经验，是理论付诸实践的过程，也是本文的立意。

本论文主要由绪论、第一、二、三章、结语构成： 绪论部分对论文选题的研究目的和意义、相关研究动态、主要研究内容和创新以及研究方法等内容进行了阐释。 ’ 第一章，主要从民族区域A治、少数民族权益概念的界定入手，从理论上概括了民族区域自治与少数民族权益的基本内容。主要内容有： 《民族区域自治法》的立法与修改、《民族区域自治法》有关少数民族权益保障的规定、国外的民族区域自治及其法律；少数民族权益保障的原则、少数民族权益保障的机制、少数民族权益保障的特点与影响因素；最后分析总结了《民族区域自治法》与少数民族权益保障之间的关系。 第二章，在实地调研的基础上，对四川省凉山彝族自治州民族区域 自治政策的实践、《民族区域自治法》的贯彻实施、少数民族权益保障的内容、成就、经验、少数民族权益保障存在的困难与问题等方面的内容进行了深入的分析和总结。 第三章，主要是就如何进一步贯彻落实《民族区域自治法》，做好凉山州的少数民族权益保障工作提出对策和建议。主要内容有：明确少数民族权益保障的总体思路、建立衡量少数民族权益实现程度的指标体系、完善少数民族权益保障的具体政策措施等。 结语部分，简要回顾了我国发展模式、理念的转变过程，提出了坚持《民族区域自治法》基本法律框架，在发展中保障少数民族权益的核心观点。
